Anxious in America

Just a few months ago, the consensus view was that Barack Obama would need to choose a hard-core national-security type as his vice presidential running mate to compensate for his lack of foreign policy experience and that John McCain would need a running mate who was young and sprightly to compensate for his age. Come August, though, I predict both men will be looking for a financial wizard as their running mates to help them steer America out of what could become a serious economic tailspin.

I do not believe nation-building in Iraq is going to be the issue come November — whether things get better there or worse. If they get better, we’ll ignore Iraq more; if they get worse, the next president will be under pressure to get out quicker. I think nation-building in America is going to be the issue.

It’s the state of America now that is the most gripping source of anxiety for Americans, not Al Qaeda or Iraq. Anyone who thinks they are going to win this election playing the Iraq or the terrorism card — one way or another — is, in my view, seriously deluded. Things have changed.

Up to now, the economic crisis we’ve been in has been largely a credit crisis in the capital markets, while consumer spending has kept reasonably steady, as have manufacturing and exports. But with banks still reluctant to lend even to healthy businesses, fuel and food prices soaring and home prices declining, this is starting to affect consumers, shrinking their wallets and crimping spending. Unemployment is already creeping up and manufacturing creeping down.

The straws in the wind are hard to ignore: If you visit any car dealership in America today you will see row after row of unsold S.U.V.’s. And if you own a gas guzzler already, good luck. On Thursday, The Palm Beach Post ran an article on your S.U.V. options: “Continue to spend upward of $100 for a fill-up. Sell or trade in the vehicle for a fraction of the original cost. Or hold out and park the truck in the driveway for occasional use in hopes the market will turn around.” Just be glad you don’t own a bus. Montgomery County, Md., where I live, just announced that more children were going to have to walk to school next year to save money on bus fuel.

On top of it all, our bank crisis is not over. Two weeks ago, Goldman Sachs analysts said that U.S. banks may need another $65 billion to cover more write-downs of bad mortgage-related instruments and potential new losses if consumer loans start to buckle. Since President Bush came to office, our national savings have gone from 6 percent of gross domestic product to 1 percent, and consumer debt has climbed from $8 trillion to $14 trillion.

My fellow Americans: We are a country in debt and in decline — not terminal, not irreversible, but in decline. Our political system seems incapable of producing long-range answers to big problems or big opportunities. We are the ones who need a better-functioning democracy — more than the Iraqis and Afghans. We are the ones in need of nation-building. It is our political system that is not working.

I continue to be appalled at the gap between what is clearly going to be the next great global industry — renewable energy and clean power — and the inability of Congress and the administration to put in place the bold policies we need to ensure that America leads that industry.

“America and its political leaders, after two decades of failing to come together to solve big problems, seem to have lost faith in their ability to do so,” Wall Street Journal columnist Gerald Seib noted last week. “A political system that expects failure doesn’t try very hard to produce anything else.”

We used to try harder and do better. After Sputnik, we came together as a nation and responded with a technology, infrastructure and education surge, notes Robert Hormats, vice chairman of Goldman Sachs International. After the 1973 oil crisis, we came together and made dramatic improvements in energy efficiency. After Social Security became imperiled in the early 1980s, we came together and fixed it for that moment. “But today,” added Hormats, “the political system seems incapable of producing a critical mass to support any kind of serious long-term reform.”

If the old saying — that “as General Motors goes, so goes America” — is true, then folks, we’re in a lot of trouble. General Motors’s stock-market value now stands at just $6.47 billion, compared with Toyota’s $162.6 billion. On top of it, G.M. shares sank to a 34-year low last week.

That’s us. We’re at a 34-year low. And digging out of this hole is what the next election has to be about and is going to be about — even if it is interrupted by a terrorist attack or an outbreak of war or peace in Iraq. We need nation-building at home, and we cannot wait another year to get started. Vote for the candidate who you think will do that best. Nothing else matters.

Michigan Tech, MSU Tapped for Center of Energy Excellence

Michigan Technological University and Michigan State University will partner with Mascoma Corp. in Michigan’s first Center of Energy Excellence, Gov. Jennifer Granholm announced at a press conference in Lansing Friday morning. The Center will be eligible for a $15 million grant from Michigan’s 21st Century Jobs Fund.

Michigan Tech, Michigan State and Mascoma will work with the Michigan Economic Development Corp. and J.M. Longyear -- a Marquette-based company that owns more than 65,000 acres of forest land in the Upper Peninsula -- to develop the state’s first commercial cellulosic ethanol plant. The plant will be located in Chippewa County, south of Sault Ste. Marie.
Cellulosic ethanol offers a clean-burning and economical alternative to petroleum-based fuel and ethanol made from corn.

"We have been exploring the frontiers of this field for some time through our Wood to Wheels research, and we look forward to working with Michigan State to support the development of Michigan's biofuels industry," said David D. Reed, vice president for research at Mcihigan Tech.

Michigan Tech will contribute its knowledge of sustainable forestry management practices and access to its automotive engineering labs for analysis of the biofuels produced. Michigan State will provide expertise in pretreatment technology for cellulosic ethanol production and assistance with renewable energy crops that can be used by the biorefinery.

The universities will each receive an estimated $1 million to analyze issues related to the availability and cost of supplying the wood fiber and other plant materials to produce cellulosic ethanol.

Michigan is in a race with a firm in Georgia to open the first commercial-scale plant for producing cellulosic ethanol. The Massachusetts-based Mascoma Corporation announced its decision to locate in Michigan last July.

Mascoma chose Michigan because of its vast, sustainable forests and other non-food agricultural materials, as well as the research expertise available at Michigan Tech and Michigan State.

THE PORTAL

There is a new paradigm afoot. It may be viewed as East meets East as people used to look to the old east for "enlightenment" from such philosophies as the Tao, which posited the eternal quest for One's center. America is East of China and now stands to "enlighten" the world as to how that can effectively be accomplished. Succinctly thru the establishment of a truly participative Democracy. Now that doesn't happen just because it is stated on paper. It has to come thru a society so empowered by a sense of self, that can only come from individuals creatively empowered to know what they don't know and to be actively engaged in creating communities of practice to solve life's questions as to our survival.
Consider "The Portal". The Portal can be viewed from a multitude of points of light as you will discover. The one we are focused on is thru the South pier lighthouse web cam which is accessed thru NOAA's Great Lakes Environmental Research Laboratory's Muskeegon (Michigan's)Field Station's website. Focusing on the Lighthouse you will see a 55 foot lighthouse that was placed there in 1903. Now look back about halfway to the light... There you see it?
The Vertical Axis Wind turbine that is surrounded by Young Students and Seasoned Scientists. Yes they are collaborating to find out what it is they don't know about these vast inland fresh water seas. Not stopping there they are part of a larger vision that starts deep inside in each participant's soul. A light has been kindled there because they have each been empowered to join the creative hunt to solve the mysteries of life. those mysteries of course involve all aspects of life, including and beyond the" Great Lakes" These are the people that are partaking in this great experiment of Participative Democracy because they are on the hunt for truth and justice for life. This is the ideals that people believe America was founded on. But I digress...
This other point of light we spoke of... Turn on your Video conferencing screen and intermingle with the young Scientists that are conducting meteorological experiments inside the Lighthouse just beyond the Wind Machine. Posit your questions, don't be shy about it for they will have questions for you about wherever in the world you live. Together you are having a dialogue about life and this world we live in. Most assuredly you will both conclude your mutual "discoveries", having come away with a changed and enlightened understanding of what is is you didn't know and now what new answers you will seek to quell the creative energies, which of course cannot be quelled. The Genie is out of the bottle now because you've entered this new world of self discovery, life will never be the same. There is a new smile to your face. One that comes from a sense of self that cannot be denied.

LEARNFACTURING

The mere prospect of being able to be immersed in the realization that we know what we don't know, brings one to the first day of the rest of their hopefully long and curious journey into what it is we need to know.

That of course encompasses all there is to learn. We have the opportunity before us to do just that in some very succinct and powerful ways. Besides the obvious philosophical implications that have been both written and spoken of by great peoples thru the ages from Plato to Socrates and all the spiritual leaders.

This is no longer a Great Books discussion course to be relegated to the coffeehouse and churches. We have embarked upon a journey as rich, wide and deep as all life is and can be.

The journey to discover how to do the dance with all life by investigating how to course correct our society thru creating "empowerment zones" of learning where students young and old can sign onto the dimension of understanding what the resources around them really have to offer in terms of understanding how to not only navigate life’s shoals, but to excel in creating value in all they do.

We believe that each individual so empowered to work with these newfound resources of awareness can add tremendous value towards solving our worldly problems that have been created because of a lack of appreciation for this life we have been allowed to take part in.

In so doing each person has the opportunity to explore, fly if you will into a spiritual journey that will forever bring them into the dance of life. By agreeing to this new vision one can shed the cloak and mantle of negativity and despair this earthly world finds itself in.

People will not relegate their lives to a war of depleting resources because they will be empowered to find new resources all around them. To ask the questions of life that will spark the journey of answers and more questions, that will multiply and divide, making way for new life and understandings.

This is the Natural and spiritual world that creation has provided for all of life. No longer will people have to blow themselves and others up to level the playing (killing) fields. Although it is not important what this process is called, there is a new term coined Learnfacturing.

We propose that new agreements be made to further the atmosphere of cooperation that has been understood by a few enlightened individuals along the way. This is where people can be immersed into learning how to ask the questions and strive for the answers in a new model of societal cooperation that involves learning, growing and manufacturing the found answers in an organic process that emulates life.

This learning thru understanding the Natural world in which we live can bring into view the course corrections needed from the journey of the trajectory that the current model of the synthetic world we have created is on.

This journey that has created the divisive and self destructive atmosphere where people know the cost of everything and the value of nothing, the world of the ego that bears little resemblance to life's truths and therefore places no real value in life. And to accelerate this understanding in a linear fashion in ways that will bring the understandings into practices which will allow America and the world the opportunity to repair the damage done to this wonderful and beautiful world we call Earth.

We invite you to step outside yourself , it is truly a leap of faith, explore what is you were always afraid to learn. With these new visions of the world, your journey will change in wonderful and unimagined ways that you only thought existed in books and movies for "other" people.

We invite you to be born again into the world of your potential. It's not over until it's over. We look forward to meeting you on this journey.

High Tech Jobs Among 3,900 Announced By MEDC

Gov. Jennifer M. Granholm and other state officials Tuesday announced that the Michigan Economic Development Corp. will help nine companies grow across the state, creating and retaining 3,900 jobs and resulting in a $179 million investment in the state.

In addition, the MEDC and Michigan State Housing Development Authority are backing two redevelopment projects in Detroit and Muskegon.

The tech projects announced included the following:

Azentek LLC – Organized in 2006, the designer and developer of in-vehicle infotainment and computing systems in Genesee County's Grand Blanc Township will invest $3 million to consolidate current operations and expand to a leased light industrial facility in Grand Blanc, creating 198 new jobs, including 78 directly by the company. Based on the MEDC’s recommendation, the Michigan Economic Growth Authority approved a state tax credit valued at $1.5 million over 10 years to win the project over a competing site in China. Grand Blanc Township is considering a six-year abatement valued at $36,065 to support the project.
Orchid Unique Orthopedic Solutions – This manufacturer of surgical cutting accessories, instruments and implants will invest $3.5 million to consolidate operations and expand its plant in Saginaw County's Bridgeport Township, creating 142 jobs, including 60 directly by the company. Orchid Orthopedic Solutions, founded in 2005, has 632 employees statewide, including 320 in Bridgeport. Based on the MEDC’s recommendation, the Michigan Economic Growth Authority approved a state tax credit valued at $763,000 over seven years to win the project over competing sites in Tennessee and California. Bridgeport Township is considering a 12-year abatement worth $183,258 to support the project.

Priceline.com Inc. -- Based on the MEDC’s recommendation, the Michigan Economic Growth Authority board approved a state tax credit valued at $3.9 million over seven years to encourage the online travel company to launch a new office under consideration in Wyoming. In addition, the MEDC has offered up to $200,000 in job training assistance through the Economic Development Job Training program. To support the project, the city of Wyoming has approved a seven-year abatement worth $1.1 million. The project, pending company approval, is expected to generate $7.7 million in new capital investment and create 610 new jobs, including 424 directly by the company.
Other projects announced included:

Brembo North America – The braking systems supplier will invest $47 million to consolidate its corporate and technical groups from Northville, Farmington Hills and Costa Mesa, Calif. at a new headquarters to be built in Novi instead of competing sites in North Carolina and Mexico. The subsidiary of Bergamo, Italy-based Brembo S.p.A. will also expand capacity at its manufacturing facility in Homer in Calhoun County. The combined project is expected to retain and create 1,049 jobs, including 325 directly by the company. Based on the MEDC’s recommendation, the Michigan Economic Growth Authority approved state tax credits valued at $3.5 million over 10 years to convince the company to expand in Michigan rather than competing sites in North Carolina and Mexico. In addition, The MEDC will provide job-training assistance of up to $500,000 through the Economic Development Job Training program. To support the project, the city of Novi is considering a reduction/reimbursement of permitting fees and an expedited approval process. Albion Township has approved a 12-year abatement estimated at $1.8 million.

Mahle Engine Components USA Inc. – The member of the Germany-based Mahle GmbH group of businesses will invest $18.2 million in a 30,000-square-foot expansion of its piston ring manufacturing plant in St. Johns. The expansion is expected to create 534 new Michigan jobs, including up to 150 directly by the company. Based on the MEDC’s recommendation, the Michigan Economic Growth Authority board approved a state taxcredit valued at $2.2 million over 12 years to win the company’s expansion. In addition, the MEDC will make available up to $100,000 in job training funds through the Economic Development Job Training program. The MEDC will also consider providing support for infrastructure improvements. The city of St. Johns has approved three abatements worth $26.1 million to support the project.
Mahle Industries Inc. – The subsidiary of Mahle GmbH, a leading global manufacturer of components for the automotive and heavy duty engine industry, will invest $27.6 million in an initial 45,000-square-foot expansion in Farmington Hills. The investment will occur in two phases. The project is expected to create 324 new jobs, including 155 directly by the company. Based on the MEDC’s recommendation, the Michigan Economic Growth Authority approved a state tax credit valued at $2.5 million over seven years to win the expansion over a competing site in Tennessee. The city of Farmington Hills has approved a 12-year abatement worth $1.2 million to support the project.

Production Engineering Inc. – The manufacturer of precision machined components for wheel end, steering and drive train applications for specialty truck and construction equipment axles, will invest over $11 million to relocate to a 440,000-square-foot former Goodyear warehouse in Jackson. The company will revamp the building, including new electrical service enhancements, compressed air systems, lighting, water system, overhead cranes, offices and manufacturing support facilities. The project will create and retain 436 jobs, including 122 new jobs at the company and 112 retained. The MEDC estimates the project will generate an additional 202 indirect jobs. Based on the MEDC’s recommendation, the Michigan Economic Growth Authority approved a state tax credit valued at $3.4 million over 10 years to win the project over a competing site in Indiana. To support the project, the city of Jackson has proposed a 20-year abatement and Renaissance Zone designation for a combined value of over $3.4 million.

Rayconnect Inc. – The wholly-owned subsidiary of A. Raymond Inc. will invest $19.6 million in a new plastics injection molding and assembly plant and headquarters in Rochester Hills. The company designs, develops, manufactures and sells fluid handling products for the automotive, commercial and construction equipment markets. The project will retain 360 Michigan jobs, including 148 at the company. Based on the MEDC’s recommendation, the Michigan Economic Growth Authority approved a state tax credit valued at $2.5 million over seven years to win the company’s expansion over a competing site in South Carolina. In addition, the MEDC will provide up to $120,000 in job training assistance through the Economic Development Job Training program. The city of Rochester Hills will consider a 12-year abatement worth $$862,000 to support the project.

Venchurs Inc. – The supply chain management and third party packaging and logistical services provider to the automotive and construction-agriculture industries, will invest $21 million to expand its operations in Adrian. Through the assistance of an $8 million incentive package, the project is expected to create up to 152 new jobs, including 50 directly by the company by the end of 2010 . Based on the MEDC’s recommendation, the Michigan Economic Growth Authority approved a state tax credit valued at $986,000 over seven years which allowed the company to choose Michigan over a competing site in Indiana. The city of Adrian is considering a 12-year abatement worth $3 million to support the project. In addition, South Central Michigan Works! will work with the company to identify available job training resources.

Mariah Wind Power- (TBD)

Also the following municipal projects were announced:

City of Detroit – Developer Grand River and Six Mile LLC will use $631,600 in local and school capture and private investment of $5.5 million to redevelop the former Detroit Police 8th precinct station across from Redford High School. Two structures will be built on the site comprising 23,800 square feet of retail and commercial space. The project will lead to creation of 60 full-time jobs.

City of Muskegon - State and local tax capture valued at $1.3 million will support environmental clean up and redevelopment of 19 acres on the east and west sides of Henry Street in Muskegon by Betten Automotive Group to make way for rehab or creation of nearly 113,000 square feet of commercial space. An existing building on a nine-acre site on the east side will be renovated and expanded from 30,000 square feet to 68,000 square feet. On the remaining acreage on the west side, construction of two new auto dealership stores will replace the current used car sales office. The project will feature sustainable development elements including LEED (Leadership in Energy and Environmental Design) standards, improved storm water management and pedestrian-friendly streetscape. The $15 million project is expected to create 36 new jobs.

Emerging Technology Could Drive Interest in STEM Careers! Who knew?

What do we really know about today’s youth? As educators, do we truly understand how they think, learn, communicate, and socialize? As if you didn’t know by now, they don’t perform any of the aforementioned skills in any manner like the youth of years past. Our students live in a digital world, altered by ever-changing technology. The youth of today can instant message on their laptop, talk on a cell phone, play a video game wirelessly with a friend down the street and chew bubble gum - all at the same time.

These "Screenagers" are undeniably different. They are authors of blogs, designers of web sites, and developers of ring tones. They have created an entire language of their own using abbreviated terms such as LOL (laugh out loud), BRB (be right back), POS (parent over the shoulder), MIRL (meet in real life) and BTDT (been there, done that). The bottom line is that these students learn and comprehend in a way that is foreign to many of us, and, as a result, they often feel disconnected from traditional teachers and schools of yesteryear.

Digital students are goal-oriented and able to pursue multiple outcomes at the same time. This generation of 21st Century learners can absorb a great deal of information at super-charged speed whether it is transmitted via a cell phone, television, the Internet, or MP3 player.

Digital students are masters of varying types of technology. These students are always connected with their peers and the world through technology. The digital generation has unknowingly incorporated 21st Century skills into their day-to-day lives by becoming innovators, creative designers, critical thinkers, collaborators, and complex problem-solvers.

While these students are having fun, they are also learning.

At a recent conference, Terry Jones, founder and former CEO of Travelocity.com told the audience a fascinating story. His son, a digital native, co-created a now popular computer game called “Day of Defeat” with four students from the United States, five from Europe and one from Canada. Interestingly, they never met! They collaborated and created this game solely via email and chat interactions.

Digital students are determined, focused on success and creators of their own destiny. This knowledge forces us to pause, ponder and then pose a series of additional questions. According to Speak Up, an online research project, which annually surveys K-12 students, teachers, parents, and school administrators, these are some key educational questions educators should be focusing on:

  • What are the benefits of emerging technologies such as mobile devices, gaming in education, online learning and open education resources?
  • What would happen if emerging technology were used to get students interested in STEM careers?
  • What are the barriers/challenges to using technology?

The reality is that many schools aren’t ready or willing to address these questions. The traditional educational view of drill and practice and test taking is a difficult concept to abandon or reconsider for many educators. This is where the disconnect begins. Alan November, a recognized leader in the field of educational technology, lists on his website comments from workshop attendees on the future of education.

One workshop participant stated, “Hope can overcome fear when barriers are torn down, by allowing students to engage in a forum they are comfortable they take ownership of their learning and the teachers will be willing to change from the role of information giver to facilitator.”

Now that we know more about the digital generation, is it possible as educators that we need to rethink who we are? We must re-evaluate the practice of teaching and learning and equip our students with the necessary tools to help them advance in this digital age. Acknowledging who these students are and meeting them on their current playing field will bridge the digital gap and connect us all to the 21st Century.

John Dewey, a well-known educational reformer, says it best, “If we teach today as we taught yesterday, we rob our children of tomorrow.”

Top schools can boost state with research power

Ever heard of the URC?

Didn't think so, but certainly everyone in Michigan and much of the world beyond has heard of the state's three largest universities, Michigan State, the University of Michigan and Wayne State University.

Well, the URC is all three, working together in the University Research Corridor, creating through cooperation one of the big keys to Michigan's economic future. The universities have always mattered, but their combined effort can matter far more -- generating ideas that can become marketable products, drawing millions of research dollars, and attracting talent with the kind of limitless vision that Michigan so desperately needs.

This is not to minimize the substantial contributions the state's other universities make to their communities and the economy. All the institutions are turning out the workforce that can change Michigan's financial and cultural complexion.

But the Big Three combined are a powerhouse to be regarded on par with the industrial mainstays that built Michigan.

Their leaders spent last week stressing the collective value of the URC and its even greater potential for the Michigan business and political leaders who were gathered on Mackinac Island for the Detroit Regional Chamber's annual policy conference. Together, the schools make a strong case, as evidenced by a report released Thursday detailing their contributions in just one key area, alternative energy.

The URC -- which has some work to do to establish itself in the public mind as a consortium on par with, say, the university-based Research Triangle Park that has transformed North Carolina's economy and image -- garnered almost $80 million in research grants for alternative energy projects in 2007. The report prepared for the URC by Anderson Economic Group said that more than half the grants the schools received were focused on fuels, propulsion or power, all integral to the future of the automotive industry.

These ranged from biomass conversion at MSU, to a U-M project to develop a solar film that can be applied like spray paint, to WSU efforts to combine wind, solar and fuel-cell technology into new power-generation systems.

"We think we are an asset that can be leveraged more," said U-M President Mary Sue Coleman. That's not just a plea for more money in an era of declining state support. It's a call for inclusion in all of Michigan's economic development strategies. Indeed, with these institutions around, why would the state consider investing in, seeding or offering incentives for any idea without bouncing it off the URC to see what role the schools can play?

The university presidents are trying to topple the ivory towers of academia and get their good, smart people on the front lines of Michigan's economic battle. They have the intellectual resources. They have a commitment that can be a model for the rest of Michigan to eschew turf battles in favor of working together for the common good.

To whatever extent the political will can be mustered and the financial resources marshaled, this is an effort that the state as a whole must optimize and encourage.

Farmers Market Goes Green (Pontiac Farmers Market?)

Ann Arbor Farmers Market Going Solar

A major solar energy installation is set to begin at the Ann Arbor Farmers’ Market, marking the City of Ann Arbor’s most substantial solar initiative to date.

Phase I renovations will include the installation of new roof materials and 156 solar panels on the market’s northerly shed structure, capable of powering the entire facility -- the equivalent of five homes. The 10 kW solar photovoltaic system will generate about $1,500 worth of electricity per year and bring the city closer to its goal of 20 percent renewable energy for the Ann Arbor community by 2015. Funded by a donation from the Ann Arbor Downtown Development Authority, the Solar Project should be operational as early as July.

The U.S. Department of Energy will join Mayor John Hieftje and other city officials at 4 p.m. on Monday, June 2 at the Farmers’ Market, 315 Detroit St., to kick-off the solar initiative. Also in recognition of Ann Arbor’s efforts in going solar, DOE’s Steven Palmeri will present city officials with an official Solar America City sign as well as highlight the city’s efforts in helping lead the U.S. in advancing solar power technologies. Ann Arbor is one of 25 cities in the nation to be named by DOE a Solar America City.

DOE will also make a formal presentation to City Council at the evening’s Council meeting, 7 p.m. in Ann Arbor City Hall City Council Chambers.

The City of Ann Arbor is receiving $200,000 in federal funds and an additional $200,000 in technical support from DOE to implement a $632,000 community-wide program to promote renewable, solar energy in the city. DOE will provide hands-on assistance from technical experts to help integrate solar technologies into city energy planning, zoning and facilities; to streamline city-level regulations and practices that affect solar adoption by residents and local businesses; and promote solar technology among residents and local businesses through outreach, curriculum development and incentive programs.

Gov Asks For Small High Schools, Renewable Power Standard

Gov. Jennifer Granholm offered business a share of the savings in a plan to reduce the number of state prison inmates in her speech Friday at the Detroit Regional Chamber's Mackinac Policy Conference.

And she proposed a "21st Century School Fund" to create 100 small, academically challenging high schools across the state.

Granholm began by reviewing Michigan's economic challenge -- the loss of 330,000 manufacturing jobs since 2000 as part of a national flight of manufacturing jobs overseas, and Big Three market share falling from 70 percent in 1990 to 45 percent today.

But she also pointed to dozens of big investments in the state in recent years by companies in her targeted areas of alternative energy, the life sciences, advanced manufacturing and homeland security. And she touted her continuing overseas investment missions, especially alternative energy efforts in Sweden.

Granholm said she was asking the Legislature and the crowd at Mackinac to back three initiatives -- the 21sts Century School Fund, a mandate that 10 percent of the state's power must come from renewable sources by 2015, and the prison reform plan.

Granholm said the small high school plan is part of an overall effort to "attack, declare war, on the dropout problem." She said Michigan "must replace those large, impersonal high schools that fail with small, challenging high schools that work." She also backed more "middle colleges," five-year high schools that graduate their students with an associate's degree or other usable career credential. She said the 21st Century Schools Fund would require no new taxes, only a redirection of existing revenue.

More broadly, Granholm said of education, the state needs to flip education on its head to meet the needs of employers. "We don't want people to get degrees in French or political science," she said. "Those are my degrees, so I can say that. We want people to get degrees in areas we need," such as health care.

Granholm also asked -- as she did last year -- for the renewable energy standard, which has been tied up in the Legislature over complaints that it remonopolizes the state's electric market, and doesn't go far enough to mandate renewable energy.

However, Granholm said the lack of the standard means Michigan is losing out on massive investments that are occurring elsewhere in renewable energy.

Granholm also touted her record as a cost-cutter, pointing out that she's cut more out of state budgets than any Michigan governor in history, that Michigan is now 46th in state employees per capita, and that the state is leading the nation in putting state business online.

But she said one area of state government is skyrocketing in staff and costs: corrections. She said Michigan's corrections staff has grown from 5 percent of state employment to more than 20 percent, and that Michigan incarcerates its citizens at a rate far higher than its neighbors -- with no appreciable effect on crime rates.

Granholm, a former prosecutor, said that "I will not allow violent criminals to be released into society, period." But she said there are ways to trim the prison population by selectively releasing low-risk inmates. And she proposed sharing any savings on a one-third basis between law enforcement, higher education and a reduction in the Michigan Business Tax surcharge.

In opening her speech, Granholm joked about her recent surgery for bowel obstruction, saying she pleaded with the doctor not to use the word "bowel" in public comments, and that state Republicans were in no way responsible for the "obstruction." And, she said, the last thing she remembered before the anesthesia took her under was her surgeon saying, "You know, I'm a Republican..."

Mackinac Panel: Renewables, Nuclear to Replace Oil

Renewable energy was top of mind Thursday at the Detroit Regional Chamber Mackinac Policy Conference.

In an era of skyrocketing petroleum prices, America needs to look more seriously than ever at conservation, renewable energy sources, expanding domestic oil drilling and nuclear power, panelists told a packed room in the Grand Pavilion of the Grand Hotel.

"This is a tsunami," Jim Croce, CEO of NextEnergy, the state of Michigan's energy industry accelerator, said. "The world economy is being transformed by a lack of fossil fuels and rising demand."

Donald Kepler, executive vice president and chief sustainabilty officer at Midland's Dow Chemical Co., said Dow alone uses more than 1 percent of all of the daily energy consumption in the United States, because its chemical manufacturing processes are highly energy-intensive.
He said the company Wednesday announced a 20 percent across-the-board price hike due to energy spending that has rocketed from $8 billion a year in 2000 to $32 billion a year today.

He said Dow is working on energy efficiency -- a 30 percent national efficiency gain, he said, would pretty much cover the need for imported oil. And he said the nation needs to get serious about building more zero-greenhouse-gas nuclear plants, find more sources of oil in the short term, and work on alternative energy for the long term.

Bob Buckler, president and COO at DTE Energy, repeated the mantra of better efficiency, renewable energy and nuclear energy as the path to a prosperous post-petroleum future. He said Michigan has two of the leading solar panel companies in the world in Hemlock Semiconductor, a Dow joint venture, and Energy Conversion Devices in Rochester Hills.

All three backed the current state law proposed for a Renewable Portfolio Standard, which would mandate Michigan get 10 percent of its electricity from renewable sources by 2015, and guarantee existing utilities 90 percent of the state's electric market.

They also said Michigan has a real opportunity to create a new alternative energy industry out of university research and its existing manufacturing expertise.

Out on the Grand Hotel's expansive porch after the presentations, U.S. Sen Debbie Stabenow announced that the 2008 Food Energy and Conservation Act, better known as the Farm Bill, also contains serious incentives for renewable energy.

Included is $2 billion to develop "green collar" jobs, $250 million for advanced battery research (vs. $22 million last year), incentives for purchasing hybrid vehicles, $70 million for incentives to grow cellulosic energy crops along with a fuel tax credit for cellulosic ethanol, $320 million in loan guarantees for biofuel plants, $118 million for biomass energy research and more.

Croce pointed out that the U.S. government heavily subsidizes the oil and gas industry, and some of those tax incentives need to be transferred to renewables.

As Stabenow pointed out with understatement, the oil industry is "doing pretty well" these days.

Construction Wraps Up For Michigan's First Major Wind Farm

Madison, Wis.-based WindConnect said Tuesday it had completed construction of the Harvest Wind Farm, located on 3,200 acres in Huron County. Harvest is the first utility-scale wind facility to operate in Michigan.

As general contractor, WindConnect managed construction of the turbine foundations, roadways, underground collection system, and the interconnection substation at the site. WindConnect also provided significant site development services to get the site construction-ready. Final commissioning and testing were completed in January, and the system began commercial operation in February.

"Huron County has consistently strong winds for this part of the U.S., making it a prime location for providing renewable energy," says Mark Osten, WindConnect director of business development. "This is a major step forward for Michigan's renewable energy future, and WindConnect is proud to have built this important renewable energy resource for John Deere Wind Energy."

John Deere Wind Energy is the owner and developer of the Harvest Wind Farm. Wolverine Power Cooperative has signed an agreement to purchase the energy produced at the site. Wolverine plans to sell the energy to its member companies and retail customers throughout Michigan.

"John Deere and WindConnect have done an excellent job working with the area residents and officials to make the Harvest Wind Farm a showcase for the community," said Russ Lundberg, Director of Huron County's Building and Zoning Office. "We are very pleased with the way the community was treated and the final product produced by the team."

The Harvest Wind Farm consists of 32 Vestas V82 wind turbines, with a capacity to produce 53 megawatts of electricity. The development will provide enough power to supply over 14,000 homes, and will save approximately 127,000 tons per year of greenhouse gas emissions from what otherwise would have been produced from fossil generators.

GLREA Gearing Up for Michigan Energy Fair

The Michigan Energy Fair will soon be back for its third year at the Manistee County Fairgrounds in Onekama.

This year, sponsors from the Great Lakes Renewable Energy Association expects 5,000 people from the Great Lakes region, who are looking to cut their energy costs, and educate themselves on green energy.

The fair features a banquet on Saturday comprised of local foods, and live bands play Friday and Saturday evening, with a solar stage providing the energy. Also, Saturday is Kids Day with face painting and coloring contests.

For the adults, the fair features a variety of workshops and keynote speakers. Topics for the workshops include renewable and alternative energies, policy and economics, green building, and energy efficiency. Workshops run all weekend beginning at 3 p.m. on Friday and ending at 4 p.m. on Sunday.

Workshop highlights include:

* Improve Your Home's Energy Efficiency, presented by Bob Fegan, DTE Energy MichCon. This seminar covers the major aspects of do it yourself and professional residential energy audits.

* Investing Green on Green, presented by Jeff Kingzett, Merrill Lynch & Tom Stanton, Michigan Public Service Commission, who will discuss ways to invest in green energy from DIY to green mutual funds.

* How to Convert Your Internal Combustion Vehicle to All Electric, presented by Richard Mars, John Mogelnicki, and Larry Tuttle, from the Michigan Electric Auto Association. They will discuss the how's of conversion that still meets safety and performance standards.

* Crude Awakening: Peak Oil and the Wolf at the Door, presented by John Richter, Sustainable Energy Education. A three part series that discusses Peak Oil -- the hypothesis that the world is now at or soon will be at its peak ability to produce oil, and that supply will be in decline from this point forward -- and its consequences.

The fair will host more than 65 workshops with more than 70 presenters. Other attractions include energy efficient home tours, regional tours, and hands on workshops.

Distributed Energy Generation

You are correct in the observance that distributed generation receives little press coverage. The realization that distributed generation is the model upon which nature operates receives even less observance, let alone any real understanding. Nature of course having been traditionally the model of efficiency, at times approaching 100%. As is the case in systems such as photosynthesis energy conversion from sunlight into chemical energy and disbursed effectively to feed the plant.Wind is also a product of that natural disbursement of energy as the earth is attempting to cool itself from the uneven heating of it's surface by the sun. Distributed energy generation should be approached as a component of local growth because it saves energy and is therefore most efficient. However it also has to be understood that local energy also has a symbiotic relationship to the rest of the world. When seen in that context one can more effectively identify and manage their local resources. Having identified the true nature of these natural phenomena and how people can emulate natures systems is the foundation of real capacity to bring a more sustainable change for America and the world. Being cognizant of this, it is our job to educate people as to what "green" really means. We look forward to the opportunity to seek out and work with like minded people such as yourself to build the capacities needed to swing the pendulum of change into truly appreciating our 21st century capacities and responsibilities.

Sailing On The Seas of Knowledge

This is a letter I sent to the publisher of a newsletter dealing with some cutting edge developments involving energy procurement from waves on the high seas. You can visit the newsletter by -

Hello Ian,
I appreciate your newsletter and hope we can eventually tie in with projects from the Great Lakes areas of North America. My name is Jim Bates, I am a renewable energy contractor and electrician. As president of Southern Exposure Renewable Energy Co.(see www.seenergyco.com.) I have been also been attempting to increase the potential of working in the marine environment to capture the natural energies such as the wind through the use of Vertical Axis Wind turbines. Although we are just starting down that road by developing some collaboration with the Great Lakes Environmental Research Laboratory (GLERL) (see http://www.glerl.noaa.gov/ ).
Not seeing these endeavors simply as "power projects", we are also working to foster changes in how students view themselves in regards to their opportunities regarding these natural energies and life in general. As you know, we don't know the answers. So rather than continue to have the students and society study to give half answers to what we don't know... It makes more sense to empower them to learn how to think and then come up with the innovation necessary to solve all these questions of how to harness these natural energies in ways that do no harm and foster intelligent growth in all areas of life. A great example would be to create similar projects to the following coral reef building projects http://www.globalcoral.org/Reef%20Restoration%20and%20Coastal%20Protection%20Project.htm. Every where you turn and look (including places you don't) these kinds of innovations should be fostered.
These energies that people are so want to describe as "alternative energies" are actually natural energies and they are part and parcel of an environment that did, should and could support life in the seas and above them. The real "alternative" energies are the nuclear, coal and fossil fuels that have been misapplied and have interrupted and sometimes killed off the circles of life's natural energies that supported all life in the seas (yes, and above them too). So that would be the true measure of sustainability and education, that is to the extent humanity has developed the capacity to utilize these natural energies for not only electricity but to comprehend and use it to support and repair life's natural growth processes. Communication Matters

Wind Power Group Blows Off State Alternative Energy Proposal

A leading wind energy association blew off the House-passed energy package Tuesday, saying the legislation would actually put $2 billion in new investment in wind energy projects at risk.

In letters to Gov. Jennifer Granholm and Senate Energy Policy Committee Chair Bruce Patterson (R-Canton Township), the American Wind Energy Association urged the leaders to make a "fresh start" with annual renewable energy requirements much more aggressive than what passed the House two weeks ago.

The bills, HB 5548 and HB 5549, dictate that 10 percent of the state's energy should come from renewable sources by 2015, but AWEA said the bills have so many "toothless enforcement provisions" the requirements really only require less than one-half of one percent of additional renewable energy by 2014.

AWEA's letter says the bills contain "no benchmarks of any kind for 2010 and 2011, and only the weakest benchmarks for 2012 through 2014. And it said enforcement provisions are misdirected at utility expenditures rather than actual performance in obtaining renewable energy. Overall, the association said the legislation "fails to provide any significant incentive for wind developers toestablish projects in Michigan."

The association said that in order to create a "nationally significant" market, the standard should be set in 2010 with 5 percent, ramping up 1 percent every year until the 10 percent by 2015 is set.

"The House legislation, as a package, cannot accurately be described as a renewable energy standard, and the public should not expect economic benefits to result from the package," the AWEA stated in its letter to Granholm and Patterson. "To avoid unwarranted market and public confusion created by opaque legislation, our industry asks for your assurance of a veto should such legislation reach your desk."

The Granholm administration showed no signs of scrapping the House compromise for something brand new. Press Secretary Liz Boyd said a number of alternative energy businesses expressed support for the current legislation.

While AWEA praised the recently passed Ohio renewable energy law, Boyd said the Buckeye State only called for 3.5 percent energy from renewable sources by 2015.

"We hope to persuade the AWEA to come on board in the Senate," Boyd said.

Joining the AWEA in today's press release were seven wind energy manufacturers that sought to put an exclamation point on their belief that the House package "fails to create a market of any significant size" and fails to give any incentive for manufacturers to build production facilities or create jobs in the state.

"Last week, Ohio Gov. Ted Strickland signed legislation creating a real market for renewable energy in Ohio and aggressively positioning Ohio manufacturers to compete in the growing wind energy market," said AWEA Manager of State Legislation Hans Detweiler. "It is not too late for Michigan to do the same."

The AWEA press release didn't get past the Customer Choice Coalition, which held up the press release as a reason the public should be skeptical of the House package, which guarantees DTE, Consumers Energy and other incumbent utilities at least 90 percent of the state's energy market.

"Consumers benefit when we have more competition, not less -- and AWEA is asking for more competition, as does CCC," said CCC Spokesman David Waymire.

'Creative Economy' Firms Can Now Get State Tax Credits

Michigan's creative business community will get a boost as a result of Gov. Jennifer Granholm's signature on a series of bills that would make creative businesses eligible for state MEGA tax credits.

State officials say the bill, sponsored by State Sen. Jud Gilbert (R-Algonac), will have a significant impact on Southeast Michigan's efforts to develop creative economy jobs by broadening the definition of businesses eligible for MEGA credits to include those in the creative sector.

State Sens. Jason Allen (R-Traverse City) and Hansen Clarke (D-Detroit) played a vital role in the success of this legislation and lead the advocacy to include the creative businesses for the MEGA eligibility.

Creative businesses have been defined as:

*Architecture and design including architectural design, graphic design, interior design, fashion design, and industrial design

*Digital media including Internet publishing and broadcasting, video gaming, Web development, entertainment technology

*Advertising and marketing firms including advertising and marketing agencies,public relations agencies, and display advertising

*Music production including record production and development, soundrecording studios, and integrated high-tech record production and distribution

*Film and video including motion picture and video production and distribution, postproduction services, and teleproduction and production services

Businesses meeting these criteria will be eligible for high-tech or high-wage MEGA credits which are credits against the Michigan Business Tax. A high-wage business is a business that has an average wage of 300 percent or more of the federal minimum wage.

The bills take immediate effect.

"In this new economy based on innovation and globalization, progressive leaders recognize that creativity now drives global competitiveness," said Doug Rothwell, president of Detroit Renaissance, lead advocates for amending the bill to include the creative sector.

"Those communities that can develop and sustain an environment in which its creative talent can thrive will be able to most effectively drive economic development success -- both because of job growth in specific creative industries and because communities with a dynamic, creative soul attracthigh impact employers and talented, skilled employees."

Added James C. Epolito, president and CEO of the Michigan Economic Development Corp.: "These incentives will encourage creative business enterprises to consider Michigan and bring new opportunities to attract new media and advertising companies to locate in our state. We now can promise our most talented writers, film-makers and artists new job opportunities that were previously only available elsewhere."

Rothwell noted that globally, creative industries are estimated to account for more than 7 percent of world GDP and the annual growth of the creative industries is twice that of the service industries and four times that of the manufacturing industries.

Developing Detroit's creative economy is one of the main recommendations of Detroit Renaissance's Road to Renaissance, a plan to transform Southeast Michigan's economy.

Who Will Tell the People?

Traveling the country these past five months while writing a book, I’ve had my own opportunity to take the pulse, far from the campaign crowds. My own totally unscientific polling has left me feeling that if there is one overwhelming hunger in our country today it’s this: People want to do nation-building. They really do. But they want to do nation-building in America.

They are not only tired of nation-building in Iraq and in Afghanistan, with so little to show for it. They sense something deeper — that we’re just not that strong anymore. We’re borrowing money to shore up our banks from city-states called Dubai and Singapore. Our generals regularly tell us that Iran is subverting our efforts in Iraq, but they do nothing about it because we have no leverage — as long as our forces are pinned down in Baghdad and our economy is pinned to Middle East oil.

Our president’s latest energy initiative was to go to Saudi Arabia and beg King Abdullah to give us a little relief on gasoline prices. I guess there was some justice in that. When you, the president, after 9/11, tell the country to go shopping instead of buckling down to break our addiction to oil, it ends with you, the president, shopping the world for discount gasoline.

We are not as powerful as we used to be because over the past three decades, the Asian values of our parents’ generation — work hard, study, save, invest, live within your means — have given way to subprime values: “You can have the American dream — a house — with no money down and no payments for two years.”

That’s why Donald Rumsfeld’s infamous defense of why he did not originally send more troops to Iraq is the mantra of our times: “You go to war with the army you have.” Hey, you march into the future with the country you have — not the one that you need, not the one you want, not the best you could have.

A few weeks ago, my wife and I flew from New York’s Kennedy Airport to Singapore. In J.F.K.’s waiting lounge we could barely find a place to sit. Eighteen hours later, we landed at Singapore’s ultramodern airport, with free Internet portals and children’s play zones throughout. We felt, as we have before, like we had just flown from the Flintstones to the Jetsons. If all Americans could compare Berlin’s luxurious central train station today with the grimy, decrepit Penn Station in New York City, they would swear we were the ones who lost World War II.

How could this be? We are a great power. How could we be borrowing money from Singapore? Maybe it’s because Singapore is investing billions of dollars, from its own savings, into infrastructure and scientific research to attract the world’s best talent — including Americans.

And us? Harvard’s president, Drew Faust, just told a Senate hearing that cutbacks in government research funds were resulting in “downsized labs, layoffs of post docs, slipping morale and more conservative science that shies away from the big research questions.” Today, she added, “China, India, Singapore ... have adopted biomedical research and the building of biotechnology clusters as national goals. Suddenly, those who train in America have significant options elsewhere.”

Much nonsense has been written about how Hillary Clinton is “toughening up” Barack Obama so he’ll be tough enough to withstand Republican attacks. Sorry, we don’t need a president who is tough enough to withstand the lies of his opponents. We need a president who is tough enough to tell the truth to the American people. Any one of the candidates can answer the Red Phone at 3 a.m. in the White House bedroom. I’m voting for the one who can talk straight to the American people on national TV — at 8 p.m. — from the White House East Room.

Who will tell the people? We are not who we think we are. We are living on borrowed time and borrowed dimes. We still have all the potential for greatness, but only if we get back to work on our country.

I don’t know if Barack Obama can lead that, but the notion that the idealism he has inspired in so many young people doesn’t matter is dead wrong. “Of course, hope alone is not enough,” says Tim Shriver, chairman of Special Olympics, “but it’s not trivial. It’s not trivial to inspire people to want to get up and do something with someone else.”

It is especially not trivial now, because millions of Americans are dying to be enlisted — enlisted to fix education, enlisted to research renewable energy, enlisted to repair our infrastructure, enlisted to help others. Look at the kids lining up to join Teach for America. They want our country to matter again. They want it to be about building wealth and dignity — big profits and big purposes. When we just do one, we are less than the sum of our parts. When we do both, said Shriver, “no one can touch us.”

Money Can't Buy You Love (or Success)

The misapplicatin of reources, that is the attempt to use money as a panacea for all ills is a symptom of the disease. It's been tried to buy kids good grades, buy teachers collusion and in general to buy time, a commodity we seem to be extreemly short of. These attempts to continually substitute cash for caring, caring about the truth only leads us further from the succsess that is still ours to experience. But the following article is right , that success is slipping away. And not just for America but all of humanity. The attempt to create a more sophisticated form of brain surgery in order to dump in the STEM soup will not work. However if you give a kid a cardboard box on a hill and guide them to describe the cause and effect of gravity, you would well be on your way.
A critical part of establishing the beachead for STEM in each community is for people to gain the sense of place we have mentioned so often.And in order for success it has to be found in every facet of life in every community. I really believe that this is just another abstract idea for 99% of anyone who hears the term. But a sense of place HAS to happen in order for real learning to take place. Learning is a state of existence as a higher level of consciousness in thought takes place to continually sort and sift information for each individuals understandings of what they perceive as life for them.This is natural for all people and to some extent for animals to a point in their life. For the infant human it reaches a crescendo of creative and cognitive development in the Einstein years and if nurtured continues somewhat unabated through out life although on different levels of thought as their bodies and perceptions develop.
There is a common denominator for people and animals to a point of divergence, it is the instinctive basis for empowering all the senses, they are the five senses; sight, touch, hearing, taste and smell. All of these are essential to navigating the shoals of life in the physical world. All animals and people have this gift,but just watch your dog or cat, they are light years ahead of you in having mastered the use of these basic senses. It is the sixth sense that has the capacity to set people apart from the banal existence of animals or the hunter gatherer in the urban jungle. This sense of there is something not quite in focus, something that is lingering to be born through an awareness, a clarity of purpose for our life, this sense is a need or longing to create and it is the prime motivator that has to be incubated and nourished in every person, most importantly it must be protected and allowed to flourish in every child. In order for Children to bring about the advances in understandings of STEM and life that are so crucial to our continued existence, they have to ask the questions and be encouraged to find the answers themselves. We will most assuredly fail if the old model of education does not get out of the way.Students cannot continue to answer the mimeographed questions from a teacher who has memorized what they needed to know to attain their teachers degree, or at least they cannot do this and truly learn. As we know one of the basic tenets of insanity is to perform the same tasks and expect different outcomes. That's not to say there isn't any capacity in some teachers to guide the students, that will remain to be seen and observed continually as opportunities to interact with children occur. Changing the pedagogy and predicates of childhood learning is the only key to unlock the door of success now, it always was. We didn't and still don't see this truth for many reasons, the main one is that the vast majority of people were too desensitized as children to perceive the opportunity to use that sense of creativity or to even become aware that they hold within themselves the essence of a kernel of this potential. As the enlightened few know this light exists within each child and may even still reside in some locked room deep within the psyche of most adults. I think the great ones of our past and present times called the potential for this positive creative brilliance to shine forth from the darkness as grace. In nature you see, we observe that all life flows in cycles. As long as life has the capacity to complete its cycles there is the chance for new life.

I am almost sorry to tell people that all the appropriations of every dollar couldn't buy a modicum of success in saving us now. For the answer to societies dilemma can't be bought, it can only be achieved through an agreement among enough people that we must rapidly and without restraint create lasting learning environments that empower our children to carry forth their own capacity to ask the questions. These questions which are the formative elements of thought, these thoughts are the precursors of thinking, this thinking will bring about the organic innovation that is the object desire of America's and all Humanity's continued survival for life's success on our planet.

Summit: Save STEM or watch America fail


At current rates of investment in STEM research and education, America is losing its competitive edge, panelists warn

Panelists say awareness is not enough and that the U.S. needs to take action.

Two years after a report called "Rising Above the Gathering Storm" warned that the United States is falling behind in math and science education, endangering America's competitiveness in the global economy, education leaders, lawmakers, and cabinet members met for a national summit in Washington, D.C., to discuss what progress--if any--has been made in closing the gap. Their verdict: The U.S. needs to make a greater investment in critical math, science, and research programs for these efforts to succeed.

In the two years since the National Academies issued its "Gathering Storm" report, Congress passed a bill called the America COMPETES Act, which outlined measures to improve math and science research and education. The legislation called for expanding science research by doubling the basic research budgets for the National Science Foundation, the National Institute of Standards and Technology, the Department of Energy's Office of Science, and the Department of Defense. It also created programs to hire and train more highly qualified math and science teachers and increase the number of Advanced Placement (AP) classes in underprivileged schools.

But the bill was only an authorization, not an appropriation, and lawmakers failed to fund many of these programs in the 2008 federal budget. (See "Final 2008 budget a mixed bag for schools.")

Though Congress passed many of the measures recommended by the "Gathering Storm" report, "we're [just] now in the process of passing appropriations to support those actions," acknowledged Rep. Bart Gordon, D-Tenn., chairman of the House Committee on Science and Technology.

"Authorizations are not enough," agreed Rep. Frank Wolf, R-Va. "We won't get anywhere without funding."

Private-sector funding from Exxon Mobil, the Bill and Melinda Gates Foundation, and the Michael and Susan Dell Foundation has supported the creation of a project called the National Math and Science Initiative (NMSI). In its first year, NMSI rolled out grants to launch AP Training and Incentive programs in seven states, as well as replicate a math and science teacher-training program called UTeach at 13 universities. (See "Schools aim to solve huge math problem.") But summit panelists said the federal government needs to step up its support for these kinds of initiatives, too.

Panelists cited many examples of success, such as the largest initial public offering in history and the launch of a new research university with a day-one endowment of $10 billion (equal to what it took MIT 142 years to accumulate).

Trouble is, these accomplishments are happening in China and Saudi Arabia, respectively--not in the United States. In fact, in spite of bipartisan agreement on the need to improve student achievement in STEM [science, technology, engineering, and math] disciplines, little has been done in the U.S.

In a recent op-ed piece published in advance of the summit, Sen. Kay Bailey Hutchison, R-Texas, had this to say: "We are starting to see the consequences of our neglect in STEM. China has surpassed the U.S. as the world's largest exporter of information-technology products--and the U.S. has become a net importer of those products. We must redouble our efforts to ensure that America is the world's technological leader in the 21st century."

Even so, federal funding has not increased, according to reports from Tapping America's Potential and the Task Force on the Future of American Innovation. Basic research funding at federal agencies has not increased, and some programs have been cut. The research and development tax credit has not been made permanent and has been allowed to expire.

In addition, policy makers have not been able to agree on visa and permanent resident green-card reform for highly educated professionals.

G. Wayne Clough, president of the Georgia Institute of Technology, said nothing has really happened in the last two years to advance the goals of the "Gathering Storm" report. Declared Clough: "Our momentum has not only slowed--it's reversed."

Craig Barrett, chairman of the board at Intel Corp., condemned the shortsightedness of politicians and elected officials. "Unless you're a short-term program during an election [season], you won't get funding," he said. "We're not investing in the future; we're not looking forward, because we have this sense of entitlement."

"Churchill said that you can always count on the Americans to do the right thing after they have tried everything else," said Norman Augustine, CEO emeritus of Lockheed Martin. "Our nation's leaders need to follow through on their bipartisan effort in the America COMPETES Act and fund improvements to math and science education. Otherwise, our nation's greatest export is likely to be our jobs and our standard of living."

Sally Ride, chief executive officer of Sally Ride Science and the nation's first female astronaut, said it takes a long time to build a new foundation. "It reminds me of that Road Runner cartoon where the coyote keeps chasing after the road runner, and he keeps running and running until he realizes he's off the cliff and loses his footing. That's us right now," she explained.

Ride said she believes not enough people, especially parents and students, understand how important it is to take an interest in science. She cited a report from Public Agenda, titled "Important, But Not for Me: Parents and Students in Kansas and Missouri Talk About Math, Science, and Technology Education," which found that even though parents and students say they understand the importance of STEM education, they don't see how it applies to them personally.

Charles Vest, president of the National Academy of Engineering and former president of MIT, believes Americans are simply too comfortable and are riding out the momentum gained by the rise of STEM education in the 1950s and 60s.

"The enemy I fear most is complacency," said Vest. "The science and engineering talent, tools, and research required to prosper and be a world leader in this century do not grow on trees. We urgently need to invest in people and knowledge and create well-paying jobs. We must again be the ‘can do' nation--building a strong, competitive economy and meeting the challenges of energy, security, healthcare, and global change."

Rep. Rush Holt, D-N.J., said he believes the U.S. is falling behind in STEM education because Americans "value the fruits of science, but they don't know where they come from. That's why we're currently under-investing in R&D in every sector. It's a result of the 1950s, where we had a bimodal population. We basically told people: ‘If you're not going to be a scientist, then don't bother studying science.'"

Wolf attributed the lack of appropriations to the state of the country's fiscal health. Because of the nation's $54 trillion debt, and with the dollar decreasing in value every day, America simply doesn't have the funds needed to support STEM programs or provide more for the National Science Foundation and NASA, he said.

"Every science program is under discretionary spending," said Wolf. "This needs to change; but how? Should the U.S. declare bankruptcy?"

For many panelists, boosting the federal investment in STEM-related research and education begins with creating a greater sense of urgency.

"The initial [Gathering Storm] report helped to start and maintain public focus," said Vest, "but now we must establish a sense of urgency, not just awareness."

Tom Luce, CEO of the National Math and Science Initiative, said the summit's goal is to help move the report from the playing field to the goal line.

"We're here to help implement strategies, not just talk about what the report says. It's more than just a report--it's an action plan that needs to be developed," said Luce.

According to Clough, Congress and the general population need to understand the link between this report and the economy. He said Americans need to care about the COMPETES Act and many other calls to action delivered by the report, because without STEM education, America won't be able to compete globally--causing a stagnation of median income and a lower standard of living.

"People at the state level get what's going on. We're just lacking the will at the national level," he said.

Concluded Vest: "Tell your representatives and senators--as well as your favorite presidential candidate--that funding math and science education, investing in basic research and development, and welcoming the best and brightest from around the world is the only way to guarantee that their children and grandchildren will enjoy the continuously rising standard of living that Americans have come to expect.

"America can't afford to wait while the rest of the world surges forward. The Cold War is over. Globalization and modernization are racing ahead, there are billions of new competitors in the economic race with the United States--and we are falling behind."
